I have very puffy thick curly hair so I use thinning shears on the inner layers (quite high up as the puffyness starts almost from the root so I do it about 5-6 inches from the root and even though it's the inner layers, I always have chunks of short hairs that are fairly visible in the inner layers.. :(

I can't do it lower down as the puffy-ness starts quite high up if I do it right at the root, I'm sure the re-growth will look silly too, right?

You might be better off having an undercut.

Go to a hairdresser's and all for a deep cut. They will slice all the weight or of your hair and it sits nicely.
