Emergency passport application

Hi all, I'm asking for some advice for a friend. She needs to go urgently to Pakistan where her mother is very ill (I think possibly dying but it's hard to tell on the phone).

She has recently left an absolutely horrendous marriage and has been pretty much cut off by her relatives in the UK. So she doesn't have anyone to leave the DCs with (I would possibly be the person most likely to be able to look after them but I don't really know her that well).

She has 4DCs, the eldest has a passport but the younger 3 don't.

I've looked at the passport website which only talks about a 1 week service for children's passports.

Does anyone know if the passport office can be flexible in real emergencies, and what kind of evidence they need that it is an emergency?
