Need to decide between 2 different career opportunities

Currently employed by local authority. Coming back from maternity was awful but I ploughed through. The day I returned I was informed that we would be going through a restructure. That was 18months ago. No further forward really other then being moved from one area to another, still In the same office though. Several loses of staff due to VSER, leaving a lot of us in the new team fairly stretched and overworked.

I recently had an interview for a Trainee Ambulance Technician, which I was successful in but have been put on ‘hold’ for the next 12 months due to no vacancies for my preferred station.
I’ve also the opportunity to move back to my old department in a different role and undertake a Graduate Apprenticeship in Civil Engineering.

I just don’t know what to do. Do I stick with the local authority but risk things not changing, it would include a slight pay rise, with a big jumps once completing the engineering degree however risk still feeling miserable most days. I do believe things may change in the next 6 month (management restructure and more vacancies easing pressure on staff) or do I go in a completely different direction. I would be leaving my 2 year old and DH for 10 weeks training(weekends at home) and it would be a just about manageable pay cut during the 16 or so months training.

Didn’t expect it to be such an essay but any advice would be very much appreciated. Also anyone who’s had a change into either one of these careers, how did you find the studying and balancing everything etc
