Any way to save nylon toy hair that's gone frizzy?!?

Yes, I found success for rapunzel Barrie with fabric conditioner. You mix it half and half with water and drench the hair with it. I used a plant spray thing. Then comb and allow to dry. Goes all nice and silky and smelly good.

I used fabric conditioner, gave it a good soak then brushed it, twisted it into ringlets and left it to dry.
It's much better than it was but not as good as it was new, I find the better the original hair the easier it is to repair.

After the detangling, trimming the ends of the hair can help it look newer and avoid tangling again.
