What am I hearing? Very confused, missed some of it as was in the shower.

I wouldn't worry too much about it. Rory Stewart has a habit of saying contradictory things. For example, he claimed that "80% of the public support Theresa May's withdrawal deal" and when asked where he had got that figure, he instantly said, "Well, OK, I made that up". Last week, he said he would never serve in Cabinet if Boris Johnson was PM. This week, he said if asked to do so, he "would consider it his duty".

I quite like Rory. He's quite entertaining. I just don't take him seriously.

I think Rory Stewart is absolutely sincere about what he is saying at the exact moment he is saying it. It's just that the moment passes. One day he will come up with some truly original idea that is worth taking forward but the obvious risk is that it will be lost in the midst of his many contradictions.
