Our cellar is already tanked, window, heating and lighting but has always been used as a utility room and storage area. We're now ready to 'do it up'. Its quite cold, will decent underlay and carpet help or do we get a modern upstanding radiator? We wondered about putting in a downstairs lop but apparently a nightmare as waste pipes all thebother end of the house and concrete floor etc.
