Can a business pass on my mobile number to a third party without my consent or it it not classified as personal information

I would have thought it was personal information, especially if accompanied by your name. Would be ok if you have permission

They shouldn't under gdpr unless they have your explicit consent to data sharing with 3rd parties, unless the information is required by a statutory authority like police.
