Is it just a case of heating a few teaspoons of oil in a pan, ensuring all sides are browned (i.e. leaving inner part uncooked) and then putting it in a casserole dish for 40 mins with other ingredients (5 min cooked rice etc.) at 180C fan oven to fully cook through.

Will that work or will I be left with undercooked/overcooked lamb and/or rice?

I'd do it for at least an hour. It would probably be cooked at 40 minutes, but a bit chewy, maybe.
