car accident - who was in the wrong

Just witnessed a car accident involving three cars. No obvious injuries, very slow speeds.

One car was parked directly opposite a t-junction.

Another car had to go on the wrong side of the road to get past the parked car (I was behind him) to go straight on. Whilst he was on the wrong side of the road going round the parked car, another car crept out of the junction (terrible junction with very poor visibility) and hit the nose of the car in front of me.

Who was at fault? Both drivers were blaming each other; one was on the wrong side of the road but the other was emerging from a junction - unclear who had right of way.

i think they are both at fault as well as the stationary vehicle for parking stupidly.

Not my place to decide who's at fault but am curious.

The guy pulling out of the junction was at fault. If you're pulling onto a road, it doesn't matter what side the cars are driving on, you need to wait until it's clear.

Yes, agree car pulling out from junction was at fault.

You shouldn't park within 15feet of a Junction so the Parked car should be at fault.

guy pulling out was in the wrong if that was the subsidiary road, parked car was illegally parked (causing an obstruction within 15 yd of a junction etc).

That's illegal for a start!

Diagram/video would help but I'd say both parked vehicles owner and driver emerging from junction.

terrible junction with very poor visibility

How poor? There's a junction near me where you can literally can't see to the left at all so to turn right you have to edge out when there's nothing coming from the right but you are actually a bit in the road before you can even see what is coming from the left.
