How to decline a job offer

I recently applied for a new job which was partly due to uncertainty in my current job. I have now been offered the new job but some of the uncertainty in my current one has now gone, I've been there a long time and the new job is not really offering me anything different (same pay and hours) but will be a more difficult commute. On reflection, I want to stay where I am. How on earth do I politely decline the offer? It is worded very much as if they are assuming I will take it and I'm struggling with how to say no without looking ungrateful (it's a limited industry and I don't want my reputation to suffer!)

I’d just keep it vague: thank them for the offer but say that due to a change of circumstances at your current work place you would like to decline. It happens all the time, don’t overthink it.

Just say thank you so much and you know it's a great opportunity but your circumstances have led you to decide to remain in your current position! Don't feel bad, they'll find someone else and understand.
