Until a year ago I worked closely with a lovely woman who is funny, friendly and a pleasure to know but has a lot of problems with self esteem, anxiety and depression. I know she's having a tough time right now so I sometimes send her little jokes via email or funny photos to cheer her up. She rarely replies but that's ok from my point of view as long as my emails aren't bothering her.
Should I stop sending them? I just want her to know that I am thinking of her.

I would message saying you are thinking of her and you won't be offended if she'd rather you contact her less. Ask her to let you know if she wants fewer messages.
