Car seat regulations in Spain

Apologies in advance for asking what may be a very obvious question but I'm confused by age limit cut offs.

Can anyone tell me if I need to take a car seat for my DS? I've booked an airport transfer and received an email with references to the legal requirements for car seats in Spain that has left me a bit confused.

DS is 12 and 1.57m tall. The email states that car seats/boosters are compulsory for children aged 2-12. Does this mean DS needs one?

No, you don't need one if he's 135cm or taller.

Children need to be over 135cm (no specific age), so your son doesn't need any car seat at all.

must be over 135cm so your son doesn't need a seat
the rules changed in 2014 until then you had to be both over 12 and over 135cm so if you were 13 and only 130 you needed a seat

Brilliant. Thank you everyone. I suspect asking him to use a car seat wouldn't have been very popular as he hasn't used one here for well over a year.
