The big mallet is a maul and I think the thing on the right is the handle of a smaller maul with the head missing. They're used for working very thick heavy leather. Was the previous owner a saddlemaker?

I think it looks like a judge's gravel.
I suppose the smaller one must be for hitting the accused if they step out of line in court.
