How do these people pass a driving test?!!

I’m assuming the person who filmed it blurred the number plates for Facebook, but must have reported it to the police?! I would have done.
Imagine coming back and finding your car in that state Shock

They possibly don't.

I noticed a sign pasted on a local High Street, something like:

"Need a driving license but can't pass? Call (mobile number)".

It doesn't outright say it, but I think that implies that - for a price - you'll get a license without ever taking the test. Fraud where somebody else takes the test is common, or there's plain old fake licenses.

Probably no licence.

There was a woman who managed to damage a dozen cars in a local car park a few years ago. Basically hit every car she tried to park next to.
No licence but her husband hilariously tried to defend her on social media by saying that he'd given her lessons!

I think the only time I’ve actually seen anyone do something remotely like this wasnin my local hospital car park. The car park is way too small for such a big hospital, and there’s never enough spaces for everyone. So a lot of people actually park on ends of rows, on grass banks and in other really stupid places that block other drivers in etc.
I came out of an appointment and went back to my car (which was in a designated parking space!), and watched a man try to get out of his space (again a designated space) and round the end of the row towards the exit, but some nob head had parked on the end of the row, blocking the route to the exit for everyone else in the car park. He just drove straight into the side of him and scraped the whole side of his car getting past Shock
Luckily it wasn’t down to me to report it to anyone as the parking attended watched it happen, mouth hanging open like a cod fish Shock
