No blue ticks - WhatsApp

If your last few messages to someone went through (two ticks) but they're not blue which indicates they were unread - the earliest say a few weeks ago but you know that is their correct number, what would you think?

I'm starting to think it's not the same as being blocked but the nearest thing?

I doubt this person rarely checks their phone.

I would think the person probably turned off that feature, and I would think that you have too much time to think about this.

Can you turn off the ability to let other people see if you’ve read this texts in WhatsApp?

You know how if they turn off the “last online” thing you can’t see when someone was last online (but also can’t see when anyone else was online). Similar to that?

Maybe.

And they're important to me but hard to contact in other ways but thanks.

If you've turned off your own read receipts (so people can't see whether you've read their messages), WhatsApp automatically doesn't allow you to receive read receipts either. Could it be that? I've no idea how it displays though.
Otherwise, they're either not reading them, or potentially just glimpsing the message from the notification screen but not fully opening them. Depends how long the message is - if it's a short one or two lines, they could read it in notifications without actually opening it. If longer, obviously not,
