Depop / Paypal Dispute "Unbiased third party"

I bought a co-ord (top and skirt) set from a seller on depop, sold as brand new with tags in the box etc.

The set arrived and it stinks of smoke, I could smell it through the box and shipping bag. It's grim, even coming from an ex smoker.

Seller refused to take a return (unsurprisingly) so Depop said I was within my rights to dispute the sale through paypal as items not as described.

Paypal have now come back saying they want confirmation of my report from a professional body or unbiased third party, on headed paper with contact details.
Do you think a drycleaner would be appropriate? If they could write something on their receipt pad that would have their details on? Would they even do that?

My other idea would be for someone at work to be an unbiased third party but she shipped to my work address so she would probably claim that its not unbiased!

Please read this :) You have the right to return most things bought on line as long as you notify the seller within 14 days. There doesn't have to be a reason, other than change of mind.

It's from a private seller on Depop so normal returns rules don't apply, I have to go through Paypal disputes as she's ignoring my messages now.
