How to get school to move child back a year?

My child is year 11 and had very hard time last few years including school refusal for most of year 10 and finally got a very late diagnosis and EHCP issued st start of year 11

They will not pass there gcse fit to time of school missed, late diagnosis etc and anxiety she u also not in a good place to currently sit the exams, the mocks have been awful and anxiety it through the roof and he's walked out etc

She just not ready and we are also going through cahms for asd diagnosis

I'm keen for her to re sit year 11 to give her time to catch up with everything and hopefully put her in better place for next year.

How do I get the school to agree to this? And who do I need to speak to? Do the local Authority have any power over this? As frankly everything with school is a struggle

Have you got any good colleges near by? If so it may be worth sees by what GCSE level courses are available and giving your DD a fresh start in September.
