I'd either go neon rare skirt, lace gloves, beads, poo kinda look or full on glam dynasty style. Depends on the occasion/venue.
Oxfam vintage have actually vintage 80's stuff online. Although it's never has wow as I expect it to be, same with the 60's and 70's vintage.

I want with black leggings and sporty t-shirt got myself a glittery headband and coated myself in awful neon makeup

Every second person will wear a neon tutu and leg warmers Fromm Amazon (I don't remember anyone actually wearing that in the 80s).
I'd go for Madonna in the into the groove video, or Kim Wilde - jeans breton top tucker boots messy hair or white fishtail skirt and choose life t shirt, a la Pepsi&Shirley. Cyndi Lauper in girls just wanna have fun. Or a power suit with huge shoulderpads and big hair.
