Can anyone help me remember this TV episode

An episode of a crime drama, possibly Taggart or similar. Could be early 1990's.

I regular see a snippet of it in my dreams. A girl wearing a purple dress, with long hair. Jumping or falling off the top of a multistorey car park, just floating down.

Any ideas?

Running Scared (BBC drama) has scenes featuring a multi-storey car park and a girl running (filmed in Forest Gate, East London). Could it be that?

Didn't watch House of Cards. Could have been Cracker - I loved that right time frame.
