What is premier parking?

I got a parking ticket for parking on yellow lines that weren’t there. Apparently the road had been relaid and they hadn’t been put back yet. Apparently I should have known they should be there. I had never been there before.

If it’s a 20 min walk and he’s capable of doing it, then he should be walking anyway.
