I have just started working as a carer for an agency , I have just been working in a home for quite severly disabled adults,i witnessed a permenant member of staff bullying a client who is incapable of communicating, so basically it will be my word against hers all the staff seem to be friends and have worked there for some time, I dont know if I should report

Of course you must report any poor behaviour you witness, especially when it is against someone who is not abl to communicate.
My advice would be to avoid subjectve words such as 'bullying' and report facts objectively
"On 1st March I saw...." "On 3rd March I heard...." "On 4th March I witnessed...." etc etc
If you work for an agency, they should have a 'whislte blowing' policy / procedure I'd have thought - or you speak to your line manager about the proper way to report it.

Report, but only facts, not your subjective interpretation of those facts.
