Wtf is this

Stayed in a hotel up north last night, had a shower went to bed, while showing this morning I saw this in the light fitting above me, so glad I didn't see it last night as I would of slept in the car.
What the actual fuck is it? You will need to zoom in to see the pod type things

Seen your second photo and I'm still going with extreme heat causing plastic to melt and bubble. I hope the place has good fire alarms because that looks like a fire waiting to happen. Did the light actually work?

It looks like melted plastic. Please speak to management or the hotel chain because that's a major fire hazard if it is.

Looking at your original pic, i would agree with PP that it is melted plastic. There are cracks around the light casing where it has melted. Very suspect and not great H&S at all! I’m surprised as these days, aren’t most people very hot on H&S?!

Melted plastic. You can see the bits that have dripped down.

Id send that to H and S executive - an independent one (like environmental health) to get them to investigate.

You know the way people in horror movies always do the stupid thing? Open the cellar door.... Go into the woods to investigate the strange noise..... Poke the alien nest of eggs laid in the light fittings 😱
