students and council tax question

so from what I gather students at university do not pay council tax.
so my question is.. do the universities pay tax to the council to make up for this?
I have always wondered how this works. I live in a town with a large university, a lot of new accommodation is being built and there are masses of students living in private rental. because I have not been to university I can't work it all out.

Council tax is made up of two parts, one part property, one part people.

So 50% is the property, and 2 people the other 50%. Therefore if 2 adults reside in the property a full charge is levied, even if that is a lone parent and their 18 year old child.

If one person is exempted ie a carer for the other adult they are disregarded for council tax and a 25% reduction is applied. The same with a student or an apprentice on a wage less than a certain amount.

There are property exemptions too ie if the property has been adapted for a disabled person the property is assessed and drops down 1 band ie from a D to a C.

Business rates are calculated very differently than council tax, and there is a multiplier ever year. They pay for their own bin collections etc as it will depend on the business as to what type of waste they produce.

I used to work in council tax but the University in the town wasn't very big so didn't have a big impact on the housing stock.

@Whynham I just didn't want to quote something when I wasn't sure it was correct. The point is that anyone thinking all students aren't paying council tax doesn't mean that they aren't contributing at all.
