Really annoyed with myself and feeling guilty regarding car accident

I rear-ended someone (basically he slammed on and I slammed on but went into back of them).

I got out, we both looked at the cars, my car had a cracked plate but his didn't have any visible damage. I went to write my details for insurance and my number plate etc down but he said 'doesn't matter it's not damaged' I asked was he sure he said yes.

So we both drove off. I later then got paranoid, rang 101 and they said I hadn't broken any laws because I stopped, and I couldnt force him to take my details.

I just feel so stupid! Had I been slightly quicker in my reactions...

I doubt he took my number plate, because it was a matter of a couple of minutes at most but I feel bad-it happened in the evening and it was dark-what if he finds out there is some damage? If he rings his insurance company at a later time, they won't know who I am... This is the first time I've had this sort of thing and I've been driving a long time. I keep beating myself up...
