DH has just found this in the garage and neither of us can remember what it is or what it is used for. Help, please!

It’s a wrapping paper cutter I think. You put your fingers through the handle with the pointy bit pointing away from you and below the wheel. Then you sheer through paper.

I could be wrong though! Grin

No - I think you're right.
I thought it might have been a paper cutter, but DH couldn't get it to work Hmm
I've just tried it, and yes - it cuts paper!
