Social Services " hands off" policy

Could any current or previous social workers advise me if this is a thing and explain to me what it is? I've been told something tonight by the spouse of a social worker but really don't know what to think of it.

This is definitely NOT a SS bashing thread. I have the utmost respect for the impossible job you do. Please feel free to PM if you'd rather
