Trying to find this document from Surrey Council in my own Council area

Title probably doesn't make sense.. I'm doing my own head I. Going around in circles with this.

I'm trying to get advice with regards to 6th form for my Dd who has a EHCP and weather or not the school can legally refuse her.

Through google I have found this really useful guide by Surrey council but I'm struggling to find anything for my local area of west berks.

Do all councils have the same procedures?
