Should I or shouldn't I?

My 9 month old has started to get really restless at night. She used to sleep 7-7 with only 1 or 2 wake ups, one for a bottle and one for cuddles. For the past few weeks she's been waking at 11 and staying awake for at least an hour, I give her a bottle and then she'll go back to sleep until about 3 or 4 and then she gets really restles, tossing and turning, bringing her bum up in the air, rubbing her face in the mattress, moving around so she's banging her head off the cot bars and also crying but not fully crying just like little whimpery cries. Some people have suggested chamomile tea but I'm not keen on giving her things like that. I've started back to work now and I'm extremely exhausted, I'm a single mum and it's taking it's toll. I've considered the chamomile tea... I've bought it. Organic one. But I'm worried about giving it! How much do I give? When do I give it? Will she be ok? Anyone have any experience with this and if it actually works?

Also i had tried to get in contact with HV about it but I've had no answer on the contact number and I have left messages too and no one has got back.

Never given chamomile tea to a baby,
Did you do it and did it work?

Sometimes they go through a bit of sleep regression when they hit a major mile stone- crawling, talking, walking etc.
I had to give a dream feed again briefly at that age, and up solids during the day.
Does LO have a good day time routine? Naps? Etc.
