Downstairs neighbours dogs.

They never fucking shut up. I think neighbour works nights. The barking usually starts around 9pm and will now go on until about 2am. Sometimes I can fall asleep with it, usually not.

Sometimes they go quiet then their phone rings and whoosh. Barking resumes. I think there are three dogs. Dog1 barks all night. Dog2 howls along at sporadic intervals. Never hear dog3.

I know I need to put a note through the door but realistically if they work nights what is going to change? Earplugs help but only to muffle the noise a tad.

Do they rent or own their own property?

You will have to speak to them. Start keeping a diary, too, logging the disturbances.

Depending on the outcome of speaking to your neighbour, you may have to escalate it to environmental health at your local council.

Have a polite chat with the neighbour but if that doesn't work contact the environmental department of your local council, they deal with noise nuisance.

Speak to them; they may be unaware. A likely cause is separation anxiety, which is a bugger to fix but would at least explain why it's only when they're out.

The immediate and very reasonable change to ask for is that they turn off the phone's ringer when they go out. The separation anxiety will either require someone to stay with them, or a lengthy bit of work with a behaviourist.
