ROA dress - and other acronyms meaning??

Baffled here none of us know what ROA stands for, neither it seems does google.

Acronyms can be very irritating, what annoys you. And someone solve our puzzle.

No it is after messaging a young friend. "Record of Achievement" apparently they get a leather book with awards in D of E etc. How odd is that to call a dress because of this.

They wear the dress or suit to go to the Record of Achievement presentation and then they go to the ROA ball. We don't call it a prom in this country, so it's called an ROA dress not a prom dress.
