Free nursery hours from what age and how many hours?

My niece wants to put her 18month old in either a nursery or pre school setting for a few hours a week. What is the offering now on free hours and from what age? Also she is a lone parent will she be entitled to extra or from an earlier age?

She would probably be eligible from 2 for 15 hours FEET funding if not 30. Her hv or local children's centre should be able to provide details of how to apply and find a provider.
