Anyone know why my phone rings once before going to voicemail

My phone rings once and then goes to voicemail when it's off. Leading people to believe I've declined their call as phones usually go straight to voicemail when off. How can I fix this?

It'll be in your settings somewhere.

If iPhone, you've got do not disturb activated.

Yes. Sounds like do not disturb is switched on.

Anyone know how to turn the voicemail on? Mine has stopped working, not sure why!
