it will be special because it will be her party.

To be honest, at 4 a small party at home for 4 friends could be lovely.
90 mins max.
Paw Patrol themed.
Make dog masks and colour them in.
A few games, maybe ice some biscuits.
Party food picnic on a rug, with paw patrol themed plates.
A nice cake.
Sorted.

Lovely ideas! Party bags: if you can afford it, buy a few things from poundland (1 stationery set or fluffy pen or water bottle each, split a multipack of choc/sweets between them, balloon) and put a slice of cake in.
I agree that a small, short party can be lovely at that age.

Pass the parcel
Put the toppings on your own pizza
Face painting or glitter tattoos (if you have them already)

Game - Make card cut out paw prints- different colour per child/ team if loads of kids- mix and spread in trails in/ outdoors depending on weather & get them to collect & follow to hidden prizes- sweets/ paw patrol chocolate etc
