What is this children’s book?!

I remember reading a book about a ratty old bear who no one wanted so he was left on the top shelf in a toy shop. I think it was around Christmas and of course at the end he got a home! Anyone know what it is? Google keeps throwing up bloody elf on the shelf!!

Threadbear by Mick Inkpen? Not exactly fitting your criteria but that was the one that popped into my head.

The Winter Bear by Ruth Craft has a similar theme, except the bear is found on a high branch by children on a winter walk, and taken home.

Mr Jumbles Toy Shop? Iirc the bear used to bite and scratch children so he wouldn't be bought/would be returned.
