Have Boots always rationed formula or is this a new thing?

I was in Boots on Saturday. The woman next to me wanted to buy 6 boxes of baby formula but the checkout staff told her it was only 2 per person.Confused

Is this a new thing or has it always been so?

Been the case for several years. Dd worked in boots. They had issues with people coming in and bulk buying for selling online (to China?).

If i remember rightly, a few years ago there was a shortage due to.a health scare elsewhere and stocks were limited. But I also thought it was 6, so maybe a boots thing. Tesco was still 6 a few weeks ago as I overheard an assistant helping a customer just before Christmas.

People send it to China as there was a big scandal there a while back. The formula made there was sending babies into renal failure.
