Differences between school inspection service and OFSTED?

What are the differences in how and what they assess? My impression is that the Schools Inspection Service will give an outstanding to schools that OFSTED would not - is that correct?
Just trying to understand the difference after reading a School Inspection Service report that said the school was outstanding, but the body of the report seemed to me to indicate a good school, but still with issues to address.

You get what you pay for in this life WinkThere is no requirement for these schools to be inspected because they are not maintained schools.
You will also find that independent schools that pay OFSTED to inspect them are given an easier ride.
OFSTED are a corrupt organisation and can be bought just like others 😡

I recently read part of a report from SIS that I thought was written in very informal language, with no detail or any data. Very subjective I thought and I couldn’t find anything in it that would provide the sort of information I would want, if I was looking for a school.
