The man sitting beside me is incessantly sniffing his nose. Can I just give him a tissue? It's so annoying! Or would it be considered rude??

Do it! I think many people don’t even realise that are sniffing so this will draw attention to it, but appear like you are caring. I fecking hate sniffers. Sympathies to you OP.

Done. He was clearly the type who has no idea they are doing it, as opposed to someone who badly needs a tissue and he a feeling of desperation that they done have one!
I gave with a kindly smile so think I have shamed him he hasn't sniffed since! Woohoo!
