Thermal blind inside or outside sash window?

Big window old flat. I have one in my room and it helps abit. Because if it’s position a curtain rail wouldn’t fit. In the second bedroom another big sash window with a landlord supplied cheap Venetian blind with is no good. I was thinking blinds2go sales they are about £125 but should I measure inside or out? What is she most effective?

Have you tried window film? Makes a big difference and nice and cheap.
