Complaint about lack of hand washing at work

So I am based out of an office where most staff, including me, are mobile. There are just two admin staff who are there full time.

He toilet is a single unisex cubicle with handswash basin in the cubicle. The cubicle.dkor opens directly into the reception area.

So today, the admins have complained that people don't wash their hands and it's not fair that they have to touch the door handle when the person before them hasn't washed.

I get that it's gross, also not unusual in shared toilets, but how on earth do they know if people are or aren't washing their hands?

I know that some people at my place of work don't wash their hands because I see them walk straight out while I'm waiting to go in. Some don't even wash after a number 2 Envy

I assume they know because they don’t hear the sound of the taps running, before someone comes out of the loo.
