Is this email attachment dodgy?

See pic. Came with an email addressed to me & six others with very normal sounding English names but no one I recognise. I'm wondering if I've forgotten them or if this is some scam/phishing crap?

I'm surprised you need to ask. An email you weren't expecting, with a strangely named attachment and ccing people you don't know? Of course it's spam/malicious. Serious question, just how dodgy would an email have to be before you'd decide yourself to just delete it?
