Speeding notice- how long for it to arrive?

Is there a legal period in which 'they' have to issue a speeding penalty notice?

The notice must be received (presumably at the registered address of the vehicle's owner) within 14 days of the offence having been committed. David Beckham recently got off a speeding offence because, although he accepted that he was speeding, the notice was not received until the 15th day.

How do you prove the day it was received?

I assume it is 14 days as dated on the letter but it can arrive after that?Mine came within 2 days of the offence.

No, the law has to work both ways. If they can't get a penalty notice out within 14 days....

The Police have to send it within 14 days but they don't have to prove date of posting. If it's reasonably presumed the NIP should have arrived within the time limit then they will continue. This is open to challenge and if you can afford it ( a la Beckham) then you may stand a chance.
I.e. Access to Money= unfair trial.

You can go on a course instead of getting points, though.
