BBC2 now, knife crime, staggered school leaving times

I'm watching Victoria Derbyshire about knife crime in London, one suggestion is staggered school leaving times.

I’m torn.

When I was at school there where two secondary schools on one site. Our start and finish times where staggered to stop the clashes between the schools and it did help reduce the issues between the two schools.

However that was pre mobile phones and social media so I can’t see it being quiet as effective anymore - May reduce the number of innocent young people getting caught up but can’t see it stopping the gangs planning to meet and things
