When is the deadline for secondary school applications?

So local council website says "closing date for year 7 admissions for September 2019 is midnight 31 October 2018."
It then has a timetable for admissions process that says "31 October" with no time given.
Text from school says 'Parents have until midnight on 31st October."

But when I go on local authority website it won't let me make an application because it says the applications have closed.
Now can someone help me interpret what "midnight 31 October" means coz I am confused - and worried that I've missed the deadline.

Ours said this too: Your online application must be completed and submitted before midnight on 31 October 2018.
I would think you should have another 21ish hours?

Well seems like Birmingham City Council doesn't know what "midnight 31st October" means. Their website has a big giant banner saying that's the deadline and then further down it says applications have closed. It won't even let me submit the form and just keeps telling me applications have closed.

How far do you live from the admissions address? Could you print off form and hand deliver it if necessary?

I can’t believe they’ve closed admissions already. Try and sleep and check back in morning.
