If you're concerned about a child's welfare then make a call. Let SS worry about whether they're concerned or not.

Definitely call. If the baby was ever harmed god forbid, you’d feel dreadful if you didn’t.

Definitely call it in. As others have said, your responsibility is to call if you have any concern, SS's responsibility is to decide how to respond.

Regularly shouting verbal abuse at a baby would concern me.

Thewine - I do feel on edge when they start, as far as I can tell it's not physical but I'm obviously not monitoring them 24/7.
