hope someone can help me out here.......can a tenant of a housing assosiation swap houses with a council tenant.?

You can in Newcastle so I would guess the rest of the country would be similar. You can check on your own housing website, there is usually a list of people wanting to swap so you will be able to see if they are council or HA properties.
