Neighbours cigarette smoke

We have 2 neighbours who smoke they do so on the pavement right outside our house (v small front garden) and it comes into the house
As it’s the pavement can we even do or say anything ? I don’t like the children breathing it in but not sure if we can do anything 😔

You could say something and ask them to move, however if its public land you won't really have a leg to stand on surely?

You can ask them to do it elsewhere but nothing more than that really.

Everyone they come out blast some Barry Manilow out.... they will hate that and routinely move
