Angry about playground chat

Morning,
There are 3 girls in my dd's y2 class who are little bullies, my dd has been at the brunt of it, particularly by 1 of the 3. The mum's at drop off also stand together in the playground and seem intimidating.

As the class we filing in through the classroom door 1 of the 3 starts shouting at another girl (not my dd). Her mum shouts not very convincingly 'Betty stop'.

The kids go through the door and one of the three mum's says the girl needs to learn to stand up for herself. ( meaning girl being intimidated and shouted at).

It made me really angry. I wanted to say how about your daughters learn how to behave instead of saying others need to stand up for themselves.

The 3 girls have a reputation and the school are dealing wih it but didn't see this incidence as the teacher was at the front of the line leading them in.

How do people help their children cope with classmates like this?
