Are my legs too short and stumpy for these boots?

There is nothing wrong with your legs, but I don't think thr boots are very flattering with a skirt, maybe better with jeans or trousers.

You need to photograph them on a mirror, it’s not possible to tell from look ng down.

You should never look down at your legs, as PP says it's the worst angle. Look across (into a full length mirror).

Im wearing them with a dress and i dont have a full length mirror sadly.

Not very flattering sorry....to be fair those boots have a weird cut off ankle height. Wouldn't look great on anyone not even a waify model with legs to her ears.

The colour is harsh too. A tan or grey tone might work I think...

It's not a bad look but the boots are cutting off your legs a little. They might be better with skinny jeans? Maybe Mary Jane's or something will look better with a dress, slim down calves etc. I agree that it's not a flattering angle to take a pic.

Maybe wear some long socks slouched down to just above the ankle?

It's not your legs it's the black boots and tights with a pretty dress.
