Depends what you want to do with it.

I know people with limited skills who've used Canva for free to make a simple simple one. The gold standard is Illustrator which offers the best end results so you can use your logo in lots of ways.

There's a few ways in the middle but I would suggest if you don't know what to use, you wouldn't know how to use it and would recommend either shopping somewhere like Etsy to get a pre-made logo to suit or get one custom made for you by a designer which is the best option.

Inkscape is a free drawing package similar to Illustrator. I use that, or Gimp for editing photos/images.
