Help me find this song about Paris(I think)?

We were listening to Billy Joel's Piano Man and it reminded me of another song, but I can't find it despite much Googling. It's not the Goo Goo Dolls which people say sounds like Piano Man.

I can only remember brief snatches of it, but it's definitely about being somewhere French. It might have an accordion in it. It's a male singer and he sings about an avenue something something, possibly the folies bergeres...for some reason I've got it filed in my mind with Ralph McTell's Streets of London and Windmills of my Mind but I don't think it sounds like them Confused and I'm pretty sure it's from the 1970s.

Help me please!

I knew Piano Man and Iris are also in 3/4 waltz time so it seemed a likely answer - had actually forgotten the lyrics and the accordian!
